Paul M. Grogan — Maritime Professional, Entrepreneur, and Community Servant
Citrus County, Florida —
Paul M. Grogan’s career began in Florida food and beverage management, serving in roles at Checkers, Juicy Lucy, and Marriott Resorts before transitioning to a maritime career, initially as a ship’s cook while continuing with Marriott during time ashore.
Paul holds a 2nd Mate Unlimited license and 500 Gross Ton Masters credential, with Chief/Master Unlimited qualification since 2010. A hawsepipe mariner, every credential was earned through sea time and federal examination. He served as Chief Mate aboard the Atlantic Oceanic, a DP2 multipurpose support vessel supporting Vineyard Wind operations, and as barge operator on the Champlain Hudson Power Express — now fully operational delivering clean energy to over one million New York households.
Paul shares knowledge and experience with graduates from every major US maritime academy and is an approved instructor with Northeast Maritime Institute. He is an Associate Fellow of the Nautical Institute working toward Full Fellow status and an approved Wharton School C-Suite Executive Education candidate with coursework completed.
Locally Paul co-owns Inner Beauty, serves as Administrative Pastor of Inside Out Assembly, volunteers and sponsors at the Citrus County Fair, and served as Boat Captain at Plantation Adventure Center. He is founder of BlueBulbProject.org, an active environmental initiative for clean water and blue skies, and operates PaulMGrogan sole proprietorship providing research and marketing services including CitrusCountyClassifieds, serving 15 village centers across Citrus County daily.
Regionally Paul serves as Director of Inner Beauty Ministry Inc., a 501(c)(3) established in 2015 supporting eight ministries, and as President of Rotary E-Club District 6950 covering the Southeast United States and Caribbean.
Paul ran as a No Party Affiliate candidate for Citrus County Commissioner District 5 in 2024, receiving 24.2% of the vote. He is currently writing a book chronicling 53 years of life history, much of it rooted in Citrus County, Florida.
When the sea finally lets him go, Paul can be found hunting, fishing, or chasing a golf ball — and is always happy to talk about any of the three. Most importantly he is Grandpa to five grandchildren, who remind him what it is all really for.
On August 10, 2026, Paul celebrates 33 years of sobriety.
