Paul M. Grogan – Candidate for Citrus County Commissioner
I am committed to making Citrus County the best it has ever been. Rural communities like ours face very real challenges, and too often, they cost lives. As your commissioner, I will address the 25 leading causes of death in rural counties under 250,000 people with bold, common-sense leadership, rooted in Florida Statutes and guided by Citrus County ordinances.
⸻
Health & Wellness
- I will strengthen partnerships with the Florida Department of Health (F.S. 381.0011) to expand screenings for heart disease, cancer, stroke, diabetes, kidney disease, and dementia.
- I will push for expanded rural healthcare access—mobile clinics, urgent care, and telehealth for respiratory illness, hypertension, and sepsis response.
- I will support community vaccination and prevention programs for flu, pneumonia, and other infectious diseases.
⸻
Safety & Emergency Response
- I will fight for improved roadway design and enforcement under Florida Traffic Statutes (Ch. 316) to reduce motor vehicle accidents.
- I will strengthen county EMS and fire response (Citrus County Code Ch. 30) to reduce deaths from drowning, falls, house fires, and hurricanes.
- I will work with the Sheriff’s Office and community groups to promote firearm safety (F.S. 790.174) and reduce hunting and home gun accidents.
- I will ensure our emergency management ordinances (Ch. 30) include protections against carbon monoxide poisoning during storms and expanded generator safety education.
⸻
Substance Abuse & Mental Health
- I will address the opioid epidemic head-on with prevention, recovery, and rehabilitation programs in partnership with state grants and F.S. 397 (Substance Abuse Services).
- I will expand outreach for alcohol abuse, methamphetamine, and cocaine prevention—because every life in Citrus County matters.
- I will establish stronger mental health support and suicide prevention programs, especially for veterans, farmers, and young people in our villages.
⸻
Environment & Public Health
- I will support farm and workplace safety programs for agriculture, construction, and logging industries.
- I will strengthen animal safety education and response—from alligators to livestock.
- I will advocate for water quality enforcement under F.S. 381.0061 to reduce waterborne illness and protect families using private wells.
- I will ensure our county resilience and hurricane preparedness plans are fully funded and accountable—because disaster readiness saves lives.
⸻
My Commitment
As your commissioner, I will address each of these 25 causes with compassion, leadership, and accountability. Together, we can make Citrus County the safest, healthiest, and most resilient rural county in Florida.
